The Chinese Embassy in the Netherlands announces that all China-bound passengers from the Netherlands, including transfer passengers and infants, are required to obtain COVID-19 PCR negative certificates before boarding, Starting from 7th September (Monday) 2020 (http://nl.chineseembassy.org/eng/xwdt/t1810256.htm). All passengers traveling from Dutch Caribbean to China are required to obtain COVID-19 negative certificates prior to flight departures. Detailed requirements are as follows:
I. When and Where to get Tested
All passengers must get nucleic acid tests for COVID-19 within 3 (three) days prior to their flight departures in testing facility designated by Chinese Consulate (the list will be adjusted according to actual situation):

II. How to Apply for the Health Declaration Form (For Foreign Passengers Only)
Foreign passengers are requested to send their scanned copies of the information page of the passport, COVID-19 PCR negative certificate, Health Declaration Form signed by the applicant (see attachment (Guardians should sign for infants who cannot sign) and the information of airline ticket to the following designated email address of Chinese Consulate General in Willemstad, according to the consular districts where the testing facilities are domiciled. After verification of the test reports, the Consulate will return the scanned copy of officially stamped Health Declaration Forms to the passengers by email. All passengers are required to board with a hard copy of Health Declaration Forms within its validity period and cooperate with airlines for checking.

III. Special Reminders
1. Passengers bound for China shall carefully read the notice. Those who fail to get COVID-19 negative certificates, valid Health Declaration Forms will be denied boarding the relevant flights.
2. Chinese and foreign passengers traveling to China via countries or regions in which COVID-19 nucleic acid testing measures are implemented (The list of countries and regions is available at https://hr.cs.mfa.gov.cn/help_two/help-two/gj.html), are also required to produce health codes with "HS" mark or Health Declaration Forms when transiting. Please make sure that the health codes or Forms are still valid when boarding the connecting flights to avoid being stranded.
